The winter session of Parliament for 2023 is scheduled to take place from December 4 to December 22. In preparation for the session, Parliamentary Affairs Minister Prahlad Joshi has called for an all-party meeting on December 2 at 11 am on behalf of the government. This meeting, typically held a day before the session begins, has been advanced by a day, likely due to the vote counting for five states on December 3.
The results of the ongoing assembly elections in these states will significantly impact the winter session, during which the government aims to pass key bills. One notable agenda is the presentation of the Ethics Committee’s report on the “cash-for-query” allegations against Trinamool Congress MP Mahua Moitra in the Lok Sabha. The House must adopt the report before any recommended expulsion by the committee takes effect.
Additionally, the session is expected to address three crucial bills aimed at replacing the IPC, CrPC, and the Evidence Act. The standing committee on Home has recently adopted these three reports, paving the way for their consideration. Another significant bill pending in Parliament concerns the appointment of the chief election commissioner and election commissioners.
Introduced during the Monsoon session, the government had not pushed for its passage in the special session amid opposition protests and concerns from former chief election commissioners. The bill aims to align the status of the CEC and ECs with that of the cabinet secretary, currently enjoying the status of a Supreme Court judge.
