Uttar Pradesh has achieved a remarkable feat in the Jal Jeevan Mission, proudly announcing itself as the first state in Bharat to fully implement the Electronic Measurement Billing (EMB) software. This significant milestone, achieved under the guidance of Prime Minister Narendra Modi and the leadership of Chief Minister Yogi Adityanath, marks a groundbreaking advancement in streamlining billing processes within the mission.
With the introduction of the EMB software, companies operating under the Jal Jeevan Mission are now receiving payments within an unprecedented timeframe of just 14 days. This remarkable turnaround from the previous delay of at least 41 days is poised to accelerate the progress of the mission exponentially.
The implementation of the Electronic Measurement Billing System brings with it a robust mechanism to combat corruption in billing practices. By conducting the entire billing process online, Uttar Pradesh has eliminated loopholes that could potentially lead to malpractices. This move ensures transparency and accountability, aligning with the government’s commitment to eradicate corruption from administrative processes.
Dr. Balkar Singh, the Managing Director of Jal Nigam (Rural), emphasized the pivotal role of digitization in expediting mission-related work and deterring corruption. Under the Digital India program spearheaded by Prime Minister Modi and Chief Minister Adityanath’s zero-tolerance policy, Jal Nigam (Rural) has successfully digitized the billing process, setting a benchmark for other states to follow.
The streamlined process facilitated by the EMB software involves various stages of scrutiny to ensure accuracy and reliability. Companies engaged in the Jal Jeevan Mission initiate the billing process by uploading detailed bills onto the online platform. These bills undergo thorough assessment and verification by junior engineers, assistant engineers, and third-party validators before being forwarded to the finance department for final scrutiny.
The implementation of EMB has not only expedited mission-related payments but has also catalyzed the pace of the Har Ghar Nal Yojana. With payments exceeding Rs 140 crore being processed daily, Uttar Pradesh has witnessed a significant surge in financial transactions, marking a substantial improvement from the initial monthly payment volume of barely Rs 1000 crore.
