In an effort to uphold the integrity of the democratic process, the Election Commission (EC) has taken significant steps to ensure the smooth conduct of elections in various states across Bharat. With the Lok Sabha elections and Assembly polls looming in Arunachal Pradesh, Andhra Pradesh, Odisha, Sikkim, and other regions, the EC has reached out to the Ministry of Home Affairs (MHA) for assistance. Secretary Ajay Kumar Verma, in a communication dated February 13, has requested 3,400 companies of Central Armed Police Forces (CAPFs), equivalent to 3.4 lakh paramilitary personnel, to be deployed in a phased manner.
Verma emphasized the crucial role of CAPFs in maintaining order and security during elections. He stressed the need for their deployment to ensure that the electoral process proceeds freely, fairly, and peacefully. The deployment plan is designed to address the requests made by the chief electoral officers of respective states and union territories (UTs), reflecting a coordinated effort to uphold the democratic ethos of the nation.
Furthermore, Verma’s letter also highlights the importance of logistical support in facilitating the movement of CAPFs. He has called upon the Chairman of the Railway Board to ensure the availability of adequate rolling stock equipped with necessary facilities. This measure aims to streamline the mobilization and deployment of forces, enabling them to effectively fulfill their election duties across various regions.
The communication from the EC also outlines the anticipated distribution of CAPF companies across different states. West Bengal is expected to receive the highest deployment, with 920 companies earmarked for phased deployment. Following closely are regions like Jammu and Kashmir, Chhattisgarh, Bihar, Uttar Pradesh, Andhra Pradesh, Jharkhand, and Punjab, among others, where significant numbers of CAPF personnel are slated for deployment.
However, the EC acknowledges the challenges raised by the MHA and CAPFs regarding logistical inconveniences faced during previous elections in 2022 and 2023. Issues pertaining to the mobilization and movement of forces have been noted, prompting the EC to liaise with the Ministry of Railways to address these concerns effectively. The aim is to mitigate any potential hurdles that may impede the seamless conduct of elections, ensuring a smoother process for all involved parties.
