In response to a sexual harassment complaint filed by a woman in Sandeshkhali, North 24-Parganas, the National Commission for Scheduled Tribes (NCST) has taken swift action. Notices have been issued to Bengal’s chief secretary B.P. Gopalika and director general of police Rajeev Kumar, directing them to provide detailed information about the allegations within three days.
The NCST has instructed the officials to furnish comprehensive details regarding the steps taken in response to the woman’s allegations. Failure to comply with the notice will require the officials to appear in person or be represented before the commission. Additionally, a team from the NCST will be dispatched to Sandeshkhali on February 22 for an on-site evaluation of the situation.
Experts emphasize that according to provisions outlined in Article 338A of the Constitution, the NCST not only has the responsibility of investigating complaints from the Scheduled Tribes but also bears the duty of ensuring their safety and security. The commission expects the state government to provide a detailed investigation report as per constitutional obligations.
In parallel to the actions taken by the NCST, the National Human Rights Commission (NHRC) has also stepped in to address the situation. The NHRC announced the decision to dispatch a special team to Sandeshkhali to probe allegations of sexual violence and land grabbing.
The NHRC’s decision to send a team for a spot-enquiry underscores the gravity of the matter. The team, led by a Member of the Commission and assisted by officers, will ascertain facts regarding the incidents of violence and human rights violations in Sandeshkhali.
Furthermore, the NHRC has issued notices to the chief secretary and the director general of police in Bengal, seeking reports within four weeks on the violence in Sandeshkhali and the action taken or proposed to be taken on crimes.
These actions by both the NCST and NHRC highlight the concerted efforts to address the serious allegations of sexual harassment and violence in Sandeshkhali. The involvement of constitutional bodies underscores the commitment to ensuring justice and protecting the rights of vulnerable communities.
