Canada has accused China of clandestinely meddling in its 2019 and 2021 general elections, as reported by Canadian media outlets. The Canadian Security Intelligence Service (CSIS) reportedly informed the Prime Minister’s Office about this interference in February 2023. According to CBC News, a top-secret briefing note revealed that China’s efforts were aimed at supporting candidates perceived as ‘pro-PRC’ or ‘neutral’ regarding Chinese government issues. The interference allegedly involved 11 candidates, 13 staff members, and multiple political parties.
The CSIS document highlighted that the Chinese interference was pragmatic and targeted online and media activities to dissuade Canadians, especially those of Chinese heritage, from supporting the Conservative Party. However, despite these efforts, the outcome of the elections remained unaffected. The CSIS provided 34 briefings to senior leaders and cabinet ministers on foreign interference, emphasizing the seriousness of the issue.

CSIS stated that Bharat and Pakistan conducted clandestine activities in the 2021 and 2019 elections, respectively. Relations between Bharat and Canada have been strained, particularly after Canadian Prime Minister Justin Trudeau’s allegations of Indian involvement in the killing of Khalistani separatist Hardeep Singh Nijjar. This accusation led to a temporary suspension of visa issuance to Canadian citizens by Bharat and a request for downsizing Canada’s diplomatic presence. Despite attempts to resume visa services, tensions persisted, with Canada recalling 41 diplomats from Bharat.
