Russia has affirmed its commitment to maintaining open lines of dialogue with nuclear powers. Maria Zakharova, spokeswoman for the Russian foreign ministry, emphasized this stance, stating that while dialogue remains open, Russia will respond accordingly if the United States deploys more strategic nuclear weapons.
These comments were made in light of a recent statement by Russian President Vladimir Putin suggesting potential adjustments to the country’s nuclear doctrine.
The remarks from Zakharova came after a White House aide’s speech outlining a possible need for the United States to deploy additional strategic nuclear weapons in the face of perceived threats from Russia, China, and other adversaries.
Despite these tensions, Zakharova reiterated Russia’s willingness to engage in dialogue and emphasized that ties, including energy connections, have not been severed.
Pranay Vaddi, a senior official at the U.S. National Security Council specializing in arms control, emphasized a shift in policy towards a more competitive approach to arms control. This shift aims to pressure Moscow and Beijing into reversing their rejections of U.S. calls for talks on limiting arsenals.
Putin’s recent speech hinted at potential changes to Russia’s nuclear doctrine, which outlines the conditions under which nuclear weapons could be used. He mentioned the possibility of adjusting the doctrine if necessary but stated that there was currently no need to do so.
Despite this, he did not rule out the prospect of Russia testing a nuclear weapon if circumstances demanded it.

Putin has reiterated Russia’s willingness to utilize nuclear weapons if deemed necessary for defense, particularly since the deployment of Russian troops into Ukraine in February 2022. However, such statements have been criticized by Western nations as nuclear sabre-rattling.
Zakharova reaffirmed the existence of Russia’s nuclear doctrine and indicated a willingness to adjust it if deemed necessary. This stance reflects Russia’s ongoing efforts to balance its defense posture while also signaling its readiness for diplomatic engagement amidst heightened tensions on the world stage.
