The Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) has stated that Nepal can achieve economic prosperity only by maintaining friendly relations with India. Dr. Rajan Bhattarai, the Foreign Affairs Department chief and Standing Committee member of CPN-UML, made this assertion in an interview. This comes ahead of a crucial confidence vote in Parliament that might see former Prime Minister K P Sharma Oli return to power.
CPN-UML’s Stance on India
Dr. Bhattarai emphasized that CPN-UML does not support an anti-India policy, believing it would not benefit Nepal. He highlighted that the party’s chairman, K P Sharma Oli, aims to elevate Nepal-India relations to meet the demands of the 21st century.
According to Bhattarai, fostering close ties with India is essential for attracting foreign investment, promoting trade, and achieving economic growth. He assured that Nepal will not permit any activities against India from its soil.
Oli is known for his pro-China stance, raising questions about how he would manage relations with both India and China if he becomes prime minister again. Bhattarai reiterated that the party’s clear view is to not allow activities against one neighbor while favoring another. He acknowledged existing bilateral issues such as the 1950 treaty provisions, border disputes, and trade deficits, but expressed a desire to resolve these through dialogue.
Historical Context of Nepal-India Relations
Relations between Nepal and India became strained in 2020 after Nepal published a new political map including Indian territories Limpiyadhura, Kalapani, and Lipulekh. Oli, then the prime minister, used the issue to counter domestic pressure. Despite this, Bhattarai stressed the importance of maintaining a stable and prosperous Nepal for the benefit of both countries.
Bhattarai emphasized that political stability is crucial for economic prosperity and development. The recent shift in coalition government, with CPN-UML withdrawing support from Prachanda’s government, aims to bring stability, prosperity, and good governance by tackling corruption. The CPN-UML has formed a new alliance with the largest party, the Nepali Congress, to achieve these goals.

Coalition Government and Electoral System Reform
The Nepali Congress and CPN-UML together hold a majority in the House of Representatives, positioning them to form a stable government. Bhattarai criticized the instability under Prachanda’s leadership, who changed alliances multiple times.
The current electoral system, which results in a hung parliament, necessitates reform. The CPN-UML and Nepali Congress plan to amend the constitution to change the electoral system while preserving inclusiveness, republicanism, federalism, and secularism.
CPN-UML believes that maintaining close and friendly relations with India is essential for Nepal’s economic prosperity. The party’s focus is on political stability, good governance, and constitutional amendments to ensure a stable government capable of fulfilling the aspirations of the Nepalese people.
