Members of Parliament (MPs) made a total of 913 assurances during the past three calendar years, according to L Murugan, Minister of State (MoS) for Parliamentary Affairs. He shared this information with the Rajya Sabha on Monday.
Out of these assurances, 583 have been completed, while 330 are still pending. Murugan explained that the pending assurances require changes in policies or amendments, which is why they have not yet been fulfilled. Typically, an assurance should be met within three months from the date it is announced. For those not completed within this period, extensions have been requested.
Murugan provided a detailed breakdown of the assurances given during the previous nine sessions of Parliament, covering the past three years. In the 253rd session, 120 assurances were made. The numbers for the subsequent sessions were 105, 25, 221, 70, 95, 118, 99, 0, and 60.
In response to questions from YSR Congress Party member Ryaga Krishnaiah, Murugan highlighted the use of a software tool called the Online Assurance Monitoring System (OAMS). This system, developed by the Ministry of Parliamentary Affairs, allows all ministries to upload Implemented Reports, request dropping assurances, and seek extensions for fulfilling them. Each ministry has an ID and password for accessing the system, which also includes necessary instructions for the timely implementation of assurances.
The Ministry of Parliamentary Affairs regularly reminds all ministries and departments to expedite the completion of pending assurances. Auto-generated reminders are sent every month through the OAMS to the concerned ministries and departments to ensure timely follow-up.
This systematic approach aims to improve accountability and ensure that MPs’ assurances are fulfilled promptly, benefitting the citizens and addressing their concerns effectively.
