Israeli Prime Minister Benjamin Netanyahu is scheduled to address the US Congress on Wednesday, seeking to strengthen American support for Israel’s ongoing conflict with Hamas and other adversaries. This visit marks Netanyahu’s fourth address to a joint session of Congress, surpassing Winston Churchill’s record for the most appearances by a foreign leader.
Netanyahu is expected to receive a warm reception from Republican lawmakers who organized the speech. However, his visit has sparked controversy among some Democrats and independents. Notably, Vice President Kamala Harris, who usually sits behind the speaker, will be absent due to a pre-planned trip. Additionally, Senator Patty Murray, the next Democrat in line, is also skipping the event.
The absence of Harris has been criticized by Republicans, who view it as a sign of disloyalty. Some Democrats, including Senator Bernie Sanders, plan to boycott the speech entirely. Protests are expected outside the Capitol, with demonstrators upset over the high number of Palestinian casualties and the ongoing issue of hostages taken by Hamas.
Inside the Capitol, Speaker Mike Johnson has warned against any disruptions during the address, emphasizing the tradition of respecting every guest speaker’s right to free expression.
Netanyahu aims to use his visit to appeal for continued US support and to discuss the release of hostages held by Hamas. He also hopes to gain backing for Israel’s efforts against Hezbollah and other Iranian-aligned groups. The Biden administration is keen to see progress towards a cease-fire and a resolution for the hostages.

The visit comes amidst increased scrutiny of Netanyahu’s handling of the war and growing calls for his resignation in Israel. Additionally, Netanyahu will meet with President Joe Biden and former President Donald Trump during his visit.
Protests are planned in and around the Capitol, including a major demonstration on Wednesday morning calling for Netanyahu’s arrest on war crimes charges. Relatives of Israeli hostages will hold a vigil on the National Mall, highlighting their ongoing concerns.
