In a recent orientation program for newly elected Rajya Sabha members, Vice-President Jagdeep Dhankhar highlighted the crucial role of Parliament in maintaining the Constitution and protecting democracy. Speaking at the Parliament House on Saturday, Dhankhar, who also chairs the Rajya Sabha, emphasized that MPs are the primary defenders of democratic values, especially during times of crisis.
Dhankhar urged the new MPs to understand their significant responsibility, stating that their actions are vital when democratic principles face threats. He affirmed that Parliament must function with full independence and authority. According to Dhankhar, no topic should be off-limits for debate within the house, as long as discussions follow the proper procedures.
The Vice-President stressed the importance of Parliament’s procedures, declaring it supreme in its operations. He clarified that no external authority, including the executive branch or other institutions, has the power to interfere with Parliament’s functioning. Only the Chair has the authority to oversee and regulate discussions and activities within the House.
Dhankhar also addressed concerns about the behavior of some members. He criticized the “hit and run” approach where MPs engage with the media before and after brief appearances in the House, without actively participating in discussions. He warned against the growing trend of personal attacks and disruptive behavior aimed at gaining favor with certain individuals, calling it a divisive activity that undermines the democratic process.
Reflecting on India’s democratic history, Dhankhar described the Emergency period as a deeply troubling and painful time for the nation. During this period, fundamental rights were violated, and leaders were unjustly imprisoned. Despite acknowledging Parliament’s overall performance, he expressed disappointment over the current use of disruptions and disturbances as political tactics.
Dhankhar concluded by warning that using disruption as a political weapon threatens the very essence of democracy. He stressed that damaging the dignity of Parliament undermines the roots of democracy, and the misuse of such tactics for political gain at the expense of Parliament’s prestige poses a serious danger to the nation’s democratic values.
