Defence Minister Rajnath Singh has called on the personnel of the Armed Forces Headquarters (AFHQ) Civilian Services to continually enhance their skills to keep pace with the fast-changing environment of policy-making and implementation. Speaking at the 83rd AFHQ Civilian Services Day held at DRDO Bhawan, Singh praised the role of civil services, referring to them as the “steel frame of governance.”
During his address, Singh acknowledged the hard work and dedication of the AFHQ personnel. He emphasized that their contributions are crucial in advancing initiatives like Aatmanirbharta (self-reliance) and in supporting the welfare of soldiers.
The Defence Minister highlighted that AFHQ Civil Services personnel act as a vital link between the Armed Forces and the civilian government, underscoring the need for ongoing skill development to boost efficiency.
Singh noted that the three branches of the Armed Forces play a significant role in the Ministry of Defence (MoD), and the AFHQ cadre is essential in preventing ‘group-think,’ which can lead to poor decision-making. He praised the unprecedented reforms carried out in the MoD over the past five years, citing the global recognition of India’s achievements in this regard. He attributed this success to effective teamwork and stressed the importance of collaboration between the Armed Forces and Civil Services to enhance overall performance.

The Defence Minister encouraged AFHQ personnel to uphold core values such as honesty, discipline, and uniformity. He emphasized the importance of mutual respect among all ranks and positions, advocating for teamwork and shedding ego. Singh also urged personnel to learn from each other, which he believes will make even the most challenging tasks more manageable.
Rajnath Singh reiterated that including AFHQ Civil Services officers in key roles within the MoD will lead to better decision-making and improved outcomes.
