The Delhi High Court has directed the Central Bureau of Investigation (CBI) to take over the investigation into the drowning deaths of three UPSC aspirants at a coaching center in Old Rajinder Nagar. The court made this decision due to the seriousness of the incident and potential corruption involving public servants.
The case involves Shreya Yadav, Tanya Soni, and Nevin Dalvin, who tragically drowned after rainwater flooded the basement of Rau’s IAS Study Circle on July 27. Their deaths have sparked protests among students, who are demanding better safety measures at coaching centers.
During the court proceedings, a plea was heard that requested the formation of a high-level committee to investigate the deaths. In response, the High Court requested that the Central Vigilance Commission (CVC) appoint a senior official to monitor the CBI’s investigation. The court also highlighted issues in the functioning of the Government of the National Capital Territory of Delhi (GNCTD), emphasizing the need for a comprehensive review of the entire system.
In its order, the High Court criticized the Delhi Police and the Municipal Corporation of Delhi (MCD) for their handling of the situation. The court noted that the city’s physical infrastructure, such as drainage systems, is not only inadequate but also poorly maintained. The bench, comprising Acting Chief Justice Manmohan and Justice Tushar Rao Gedela, remarked that the civic agencies have not been following court orders seriously, treating them like “water off a duck’s back.”
The court also reprimanded the Delhi Police for arresting the driver of an SUV that drove past the flooded coaching center. The judges sarcastically remarked that it was fortunate the police did not “challenge rainwater” for entering the basement.
This decision to transfer the investigation to the CBI aims to ensure transparency and public confidence in the probe. The court has instructed the central vigilance commissioner to appoint an officer to supervise the investigation and ensure it is completed promptly.
The deaths of the three civil services aspirants have raised significant concerns about the safety conditions at coaching centers in Delhi. Students enrolled in these institutes have been actively protesting, demanding immediate action to improve safety standards and prevent such tragedies in the future.
