The existing system of reservation for Scheduled Castes and Scheduled Tribes (SC-ST) will change in Haryana. To give the benefit of reservation to the more needy of SC-ST category, the state government will do sub-classification in SC-ST category.
Quota will also be implemented within the reservation, so that the more needy people of the same category can get the benefit of reservation. In the first cabinet meeting of the new government held on Friday under the chairmanship of Chief Minister Naib Singh Saini, a consensus was reached to implement the Supreme Court’s decision.
A policy will also be made to identify the creamy layer in SC-ST. Sub-classified castes will not be given 100 % reservation. The Supreme Court has directed that the classification should be based on rational principles.
There is 15 % reservation for Scheduled Castes and 7.5 % reservation for Scheduled Tribes in the state. To implement the cabinet’s decision, first a draft of the policy will be prepared, after which the assembly will approve it.
After this, reservation within reservation will be implemented in SC-ST category. There are 36 castes in the Scheduled Caste-Tribe category, 71 in Backward Class-A, and eight castes in Backward Class-B in the state.
