Dehradun, February 19 (HS): On the second day of the budget session of the Uttarakhand Legislative Assembly on Wednesday, a sharp altercation was seen between the ruling party and the opposition during the Question Hour. During this, the ruling party accused the opposition of insulting women power. Leader of the House Chief Minister Pushkar Singh Dhami was present in the House.
Congress’ Chakrata MLA Pritam Singh gave notice of adjournment under 310 as soon as the proceedings of the House started, which the Speaker of the Assembly assured to hear under Rule 58. After this, BJP MLA Asha Nautiyal accused Congress MLA from Dwarahat Madan Singh Bisht of insulting women power and using wrong language during the Governor’s address. On this, the ruling party and Congress MLAs came face to face and made allegations and counter-allegations against each other.
There was a heated argument between Leader of Opposition Yashpal Arya and Parliamentary Affairs Minister Premchand Agarwal in the House, which was pacified by the Speaker of the Assembly. The Speaker urged all the MLAs to keep their language and behavior within limits.
On the question of MLA Bhuwan Chandra Kapri, Health Minister Dhan Singh Rawat said that out of the total contribution of Rs 490.29 crore for medical facilities to government employees and pensioners in the state, Rs 21.63 crore has been returned on leaving the State Government Health Scheme.
On the question of MLA Mahesh Jeena, Sports Minister Rekha Arya said that the government has proposed to establish a Girls Sports College in Lohaghat, Champawat to promote girls in sports. The process is in progress.
Girls Sports College will be started after the completion of sports infrastructure facilities and residential buildings etc. included in the Sports College. The government is promoting girls from the point of view of sports. Sports is promoted through hostels for girls in many districts.
On the question of MLA Suresh Gadhiya, departmental minister Rekha Arya said that at present BPL scheme is not applicable under the department. For the families in the state who are getting separated from their original families, in view of their weak economic condition, ration cards of Antyodaya and Primary families are issued as per rules at the district level under the vacant target in relation to the target and standard set by the Government of India for distribution of ration cards of Antyodaya Anna Yojana and Primary Family Scheme under the National Food Security Scheme.
Under Antyodaya Anna Yojana 1,84,108 and Primary Family 12,14,708, a total of 13,98,816 ration cards are in circulation.
Under the State Food Scheme ration cards are issued to families with annual income less than 05 lakhs, in which no target is set. As a result, the process of making ration cards and adding units under the State Food Scheme is continuously in progress at the district level.
Antyodaya cards are made under the Central Government’s prescribed scheme. A total of 23 lakh 93 thousand 809 ration cards have been made in the state. Cards are made for eligible persons as soon as vacancies arise.
On the question of MLA Brij Bhushan Gairola, Minister Rekha Arya informed that as against the approval of 34 Palna (Anganwadi cum Catch) Centres, 31 Palna Centres are currently being operated in 05 districts (i.e. Dehradun-15, Tehri Garhwal -1, Pauri Garhwal-1, Haridwar-2 and Udham Singh Nagar-12).
As per the guidelines of the Government of India, Palna (Anganwadi cum Catch) Centre is operated for proper care, protection, supplementary nutrition, development monitoring and health check-up and pre-school education of children of mothers between 06 months to 06 years. In the state, 31 Palna Centres are being operated as against 34 Palna (Catch) Centres in 05 districts.
