In a significant development, 10 MLAs from Manipur representing the Chin-Kuki-Mizo-Zomi-Hmar communities have formally written to Union Minister Amit Shah, urging the re-imposition of the Armed Forces Special Powers Act (AFSPA) in the valley. The move comes in response to a recent resolution adopted by the Manipur Legislative Assembly, excluding Kuki-Zomi-Hmar representatives, which the MLAs argue jeopardizes the ongoing political discourse between the Suspension of Operation (SoO) Group and the State and Central Governments.
The Kuki MLAs expressed concern over what they perceive as a one-sided and misconceived resolution, characterizing it as a sinister ploy to tarnish the image of the SoO groups. They pointed to the coercive signature of non-Meitei MLAs during the adoption of the resolution on January 21, 2024.
The MLAs further highlighted the alleged continued presence and reinforcement of Meitei personnel within the State Commando Forces stationed in the Kuki Zo border town of Moreh. According to the letter, suspected Meitei militias embedded among the commando units are believed to be contributing to the violence in Moreh. The MLAs suggested that peace and tranquility could be restored by withdrawing all Meitei personnel from the State Forces in Moreh and deploying Tribal Police Officers and Personnel, similar to the setup in Churachandpur and Kangpokpi Districts.
Addressing the ongoing arms looting and violence, the MLAs urged Amit Shah to grant full powers to the Assam Rifles and the Indian Army for the recovery of arms stolen from the State Police and Indian Reserve Battalion (IRB). They proposed the re-introduction of AFSPA in the Manipur valley as a measure to empower the security forces in dealing with the prevailing unrest.
The letter to the Union Home Minister underscores the complexity of the situation in Manipur and the differing perspectives among various communities. As the call for AFSPA re-imposition gains momentum, it remains to be seen how the central government will respond to the concerns raised by the Kuki MLAs and address the broader issues affecting the region.
