In a significant development, the Directorate of Vigilance (DoV) has terminated the job of Bibhav Kumar, who served as the private secretary to jailed Delhi Chief Minister Arvind Kejriwal. The termination came swiftly, with immediate effect, citing a criminal case filed against Kumar dating back to 2007 in Noida.
The termination order, issued by YVVJ Rajshekhar, Special Secretary Vigilance, referenced Rule 5 of the Central Civil Services (Temporary Service) Rules, 1965, as grounds for the action. The case against Bibhav Kumar, filed by government official Mahesh Pal, alleged assault, threats, abuses, and obstruction of a government official from carrying out their duties.
Of particular concern highlighted in the letter was the oversight in verifying the backgrounds of individuals appointed to various posts, emphasizing the need for stringent verification processes. It noted that Kumar’s appointment, being a private individual, was temporary and made at the discretion of the CM, Arvind Kejriwal.
This decision comes amidst a unique scenario where Delhi CM Arvind Kejriwal finds himself in judicial custody at Tihar jail following corruption charges. The dismissal of Kejriwal’s petition against his arrest by the Enforcement Directorate on April 9 added to the political turbulence surrounding him.
The Delhi High Court, in its ruling, stated that evidence gathered by the ED implicated Kejriwal in the Delhi liquor policy scam case, alleging his active involvement in the utilization and concealment of proceeds of crime. The court’s observations suggested Kejriwal’s alleged complicity both in his personal capacity and as the convenor of AAP.
The termination of Bibhav Kumar’s employment further fuels speculation and scrutiny surrounding the Delhi CM and his administration.
