In a step towards enhancing global security, Bharat and France convened the 16th Meeting of the Joint Working Group (JWG) on Counter-Terrorism in New Delhi on April 15, 2024. They were led by Joint Secretary (CT), Ministry of External Affairs of Bharat, Mr. K.D. Dewal, and H.E. Ambassador Olivier Caron, Special Envoy for Counter-Terrorism and Organized Crime of France, the delegations engaged in fruitful discussions to address the prevailing terrorist threats in their respective regions.
Both delegations shared insights into the diverse terrorist challenges confronting their nations, ranging from state-sponsored terrorism to cross-border activities spanning South Asia, Africa, and the Middle East. The meeting highlighted the grave concerns over the proliferation of terrorism in the Af-Pak region, underscoring the need for concerted efforts to combat this menace.
A comprehensive assessment of counter-terrorism challenges was undertaken, with a particular focus on the utilization of new and emerging technologies by terrorist groups. The misuse of the internet for terrorist purposes, radicalization, and the financing of terror activities were also deliberated upon extensively. Additionally, discussions centered around combating anti-Bharat separatist movements and the imperative to disrupt terror financing, organized crime, and narco-terror networks.
Of particular note was the exchange of viewpoints on the National Money Laundering and Terrorist Financing Risk Assessment (NMFT) and the Financial Action Task Force (FATF). This exchange facilitated a deeper understanding of each other’s positions, laying the groundwork for future collaboration in these critical areas.
Both sides underscored the paramount importance of bolstering counter-terrorism cooperation through various means, including the exchange of information, capacity building initiatives, training programs, and joint exercises. Moreover, there was a consensus on the necessity of collaboration at multilateral forums such as the United Nations, FATF, and NMFT to effectively address the global scourge of terrorism.
Looking ahead, Bharat and France reaffirmed their commitment to advancing their partnership in counter-terrorism efforts. It was agreed that the 17th Meeting of the JWG on Counter Terrorism would be convened in France at a mutually convenient date, underscoring the enduring commitment of both nations to combat terrorism in all its forms and manifestations.
The successful 16th Meeting of the JWG on Counter-Terrorism marks a significant milestone in the bilateral relations between Bharat and France, reaffirming their shared resolve to confront the evolving challenges posed by terrorism and strengthen international peace and security.
