In April, Qatar took the unexpected step of expelling leaders of Hamas as the ceasefire negotiations in the Gaza Strip stalled. This move was aimed at increasing pressure on the group to compromise in talks mediated by Qatar between Israel and Hamas.
Qatar has been playing a crucial role in mediating the ceasefire talks following the conflict that escalated after Hamas attacked Israel on October 7. Hamas, which governs Gaza and has its political headquarters in Doha, Qatar, was seen as a key player in these negotiations.
According to Israel news agency reports, the expulsion order came shortly after Qatari Prime Minister Mohammed bin Abdulrahman al-Thani announced on April 17 that Doha was reassessing its mediation role. While initially perceived as a criticism of Israel, sources revealed that Qatar’s frustration with Hamas’ unwillingness to compromise was a significant factor.
Following their expulsion from Qatar, Hamas leaders moved to Turkey. They were received by Turkish President Recep Tayyip Erdoğan, who has maintained a supportive relationship with Hamas since the group established an office in Turkey in 2011.
After Qatar’s expulsion of Hamas leaders and its reconsideration of the mediator role, Egypt launched its own initiative to facilitate the ceasefire talks. The negotiations seemed to gain momentum, with both sides reportedly nearing an agreement. However, these efforts eventually faltered, leading to a deadlock.
As the negotiations in Cairo reached an impasse, Qatar allowed Hamas leaders to return to Doha. This decision was made in the hope of preventing the complete collapse of the ceasefire talks.
The collapse of the talks was attributed to Egypt presenting different proposals to Israel and Hamas. Egypt’s proposal to Israel favored a continuation of the conflict following a temporary ceasefire, while the proposal to Hamas leaned towards a permanent truce. This approach caused frustration among other mediators, including the United States.
Bill Burns, Director of the US Central Intelligence Agency, played a significant role in the dialogue between Hamas and Israel. He was reportedly angered by Egypt’s strategy, which complicated the mediation process.
The efforts to achieve a ceasefire in Gaza continue to face challenges. Qatar’s expulsion of Hamas leaders was a bold move to push the group towards compromise, but the complexity of the negotiations and the differing approaches of the mediators have made reaching a deal difficult.
