The Election Commission of India (ECI) has unveiled the voter turnout data for the first five phases of the Lok Sabha Elections, shedding light on the varying levels of civic engagement across the country.
Notably, Assam’s Dhubri Lok Sabha constituency emerged as the frontrunner with an impressive 92.08% voter turnout, showcasing a robust participation from its electorate. In contrast, the Srinagar Lok Sabha constituency in Jammu and Kashmir recorded the lowest turnout at 38.49%, signaling a concerning trend in voter engagement.
In a bid to enhance transparency and accountability, the ECI announced its decision to expand the format of voter turnout data release. This move follows the Supreme Court’s dismissal of a plea seeking to compel the ECI to publish final data on voter turnout across all polling stations on its website.
The ECI reiterated its commitment to ensuring the accuracy and integrity of the electoral process, reassuring the public that any alterations in the number of votes polled are impossible.
The revamped format will now include the absolute number of voters in each parliamentary constituency, providing a more comprehensive overview of voter participation. This development comes amid criticisms from the Opposition regarding the delay in releasing final voter turnout data after the initial phases of polling, along with allegations of discrepancies in the data provided by the ECI.
As the country gears up for the sixth phase of polling and prepares for the final phase on June 1st, here are the top 10 constituencies with the highest voter turnout during the first five phases of polling:

- Ongole Lok Sabha constituency, Andhra Pradesh (87.06%)
- Chittoor (SC) Lok Sabha constituency, Andhra Pradesh (85.77%)
- Narasaraopet Lok Sabha constituency, Andhra Pradesh (85.65%)
- Bapatia (SC) Lok Sabha constituency, Andhra Pradesh (85.48%)
- Barpeta Lok Sabha constituency, Assam (85.24%)
- Outer Manipur Lok Sabha constituency (85.11%)
- Nagaon Lok Sabha constituency, Assam (84.97%)
- Hindupur Lok Sabha constituency, Andhra Pradesh (84.70%)
- Lakshadweep Lok Sabha constituency (84.16%)
The ECI also outlined the meticulous process involved in recording and releasing voter turnout data, which includes the Final Elector List, Form 17C distribution to authorized agents, inviolable records through Form 17C, secure transportation of EVMs and statutory papers, and verification of Form 17C data at counting centers by candidates or their agents.
In addition, the ECI emphasized the continuous availability of voter turnout data through its Voter Turnout App, providing citizens with real-time updates on participation rates across the nation.
With these measures in place, the ECI aims to uphold the sanctity of the electoral process and foster greater trust and confidence among the electorate.
