On Friday, Foreign Secretary Vikram Misri began a two-day official visit to Bhutan, marking his first international trip since taking on the role. The visit is part of the ongoing effort to strengthen the close ties between India and Bhutan, which are grounded in mutual trust and benefit.
Misri’s visit includes co-chairing the Third Bhutan-India Development Cooperation Talks, often referred to as ‘Plan Talks,’ alongside Bhutan’s Foreign Secretary Pema Choden. These discussions are a key part of the 13th Five-Year Plan, a strategic framework that outlines Bhutan’s development goals and priorities.
During his visit, Misri met with Bhutanese Prime Minister Tshering Tobgay, who extended congratulations on Misri’s recent appointment. Tobgay emphasized the importance of the strong bond between the two nations and expressed gratitude for India’s ongoing support. He highlighted India’s assistance in Bhutan’s 13th Five-Year Plan and the Economic Stimulus Programme, which are crucial for Bhutan’s development.
The discussions between Misri and Tobgay covered a wide range of bilateral issues, reaffirming the commitment to enhancing their partnership. This visit underlines the high priority that the Indian government places on its ‘Neighbourhood First’ policy, which aims to strengthen relationships with neighboring countries.
In addition to meeting with Prime Minister Tobgay, Misri is scheduled to have an audience with King Jigme Khesar Namgyel Wangchuck and meet with other senior Bhutanese officials. The visit reflects the tradition of regular high-level exchanges between India and Bhutan, highlighting the importance of their cooperation in various sectors.

India is supporting Bhutan’s 13th Five-Year Plan with development assistance amounting to INR/Nu 10,000 crore. This funding will be used for projects in areas such as connectivity, infrastructure, cultural heritage, health, education, energy, agriculture, skills development, and the digital economy.
On Thursday, India’s Ambassador to Bhutan, Sudhakar Dalela, joined Prime Minister Tobgay for the launch of Bhutan’s 13th Five Year Plan, further emphasizing the collaborative efforts between the two countries.
Overall, the visit by Foreign Secretary Misri marks a significant step in continuing and enhancing the strong and mutually beneficial relationship between India and Bhutan.
