Gujarat Chief Minister Bhupendra Patel welcomed Homer CY Chang, the Director General of the Economic and Cultural Centre of Taiwan in Mumbai, during a meeting in Gandhinagar on Friday. Chang expressed a strong interest in enhancing trade relations with Gujarat, particularly in the semiconductor and electronics sectors.
Chang was in Gandhinagar to participate in the Gujarat Semiconnect Conference 2024. Following the conference’s inaugural session, he held a one-on-one meeting with Patel at Mahatma Mandir.
During their discussion, Chang emphasized his desire to strengthen trade ties with Gujarat, especially in the semiconductor and electronics industries. He also sought support from both the Government of India and the Gujarat state government to attract Taiwanese investors to the region.

In addition to discussing trade, Chang expressed his interest in opening a State Office of Taiwan in Gujarat. This office would aim to foster cultural exchanges and further strengthen the relationship between Taiwan and Gujarat.
Chief Minister Patel assured Chang of the state government’s willingness to enhance cooperation with Taiwan. Patel highlighted Gujarat’s intention to leverage Taiwan’s expertise in building advanced semiconductor facilities. He mentioned plans to develop a Semicon City in Dholera, modeled after Taiwan’s Hsinchu Science Park.
Patel invited the Taiwanese delegation to explore opportunities in Dholera and Sanand for developing high-end electronics industries, in addition to semiconductor manufacturing. He emphasized the potential of these regions to become hubs for advanced technological industries.
The meeting was attended by senior officials, including Chief Secretary Rajkumar, Additional Chief Secretary to the Chief Minister Pankaj Joshi, Additional Chief Secretary of the Industries Department S.J. Haider, and Principal Secretary of Science and Technology Mona Khandhar.
Following the meeting, Chief Minister Patel posted about the interaction on his official X handle (formerly Twitter). He shared that Homer CY Chang had arrived in Gandhinagar to participate in the Gujarat Semiconnect Conference and that they discussed enhancing commercial relations between Gujarat and Taiwan in the semiconductor and electronics sectors.
Patel outlined the potential of Dholera and Sanand for the development of these industries and consulted on how Gujarat could benefit from Taiwan’s expertise in constructing the upcoming Semicon City in Dholera.
