A day after a tragic flooding incident in the basement of an IAS coaching centre in Delhi’s Old Rajinder Nagar area killed three students, the Municipal Corporation of Delhi (MCD) has sealed 13 coaching centres found violating building regulations. The crackdown follows a directive from Delhi Mayor Shelly Oberoi to take “strict action” against all coaching centres running commercial activities in basements, which are in violation of building bye-laws.

Earlier today, Mayor Oberoi instructed the MCD Commissioner to conduct an immediate inquiry to determine if any MCD officers are responsible for the incident at Rau’s IAS Study Circle, where the students lost their lives. “If any official is found guilty, the strongest possible action will be taken against them,” Oberoi stated.
The MCD has faced criticism for failing to enforce building norms effectively. Activists from the Akhil Bharatiya Vidyarthi Parishad (ABVP) protested outside the Mayor’s residence, demanding accountability for the students’ deaths.
Last year, after a major fire at an IAS coaching institute in Mukherjee Nagar, a survey of coaching centres violating building regulations was initiated, but actions were reportedly halted midway. In May, the Delhi High Court directed the MCD and the Delhi Development Authority to close down coaching centres operating in violation of fire safety norms.
Three Civil Service aspirants—two females and one male—died after a library in the basement of Rau’s IAS Study Circle flooded during heavy rain on Saturday night. Initial investigations revealed inadequate drainage systems and a lack of permission for the basement library. Following the incident, MCD teams conducted inspections and sealed several coaching centres in the area.
