In order to expedite the passage of demands for grants across various ministries without discussion, Lok Sabha Speaker Om Birla ordered a guillotine to pass the Union Budget 2025. This was in the face of disruptions from the Opposition, who had previously caused delays in budget discussions.
The last time a guillotine was used in Lok Sabha was in March 2023, to clear the Budget 2023-24. On Friday, Union Finance Minister Nirmala Sitharaman will also make a statement regarding a “correction in Receipt Budget 2025-2026” presented along with the Union Budget 2025-2026 on February 1.
In the evening, there will be a vote on the Outstanding Demands for Grants for the Union Budget 2025-26, and a Bill will be introduced to authorize payment and appropriation of certain sums from the Consolidated Fund of India for the financial year. It is expected that several Union Ministers will lay papers on the table as well.
The guillotine procedure is a time-tested method used by the Indian Parliament to ensure the efficient passage of the Union Budget, especially when disruptions or time constraints arise. It allows for key ministries to be debated while others are swiftly passed, making it a critical tool in budgetary discussions.
