The Delhi Police uncovered a secret network of ISI sleeper cells in a special operation that took place between January and March 2025. This operation was done with help from central security agencies. According to news agency ANI, the police arrested two agents linked to the Islamic State. One of them was a Nepali-origin ISI agent named Ansarul Mian Ansari. The police found several secret documents related to the Indian armed forces with him. A chargesheet (official legal report) was filed in May. After this, both arrested agents were sent to Tihar Jail in Delhi.
Who is Ansarul Mian Ansari?
Ansarul Mian Ansari was reportedly arrested from a hotel in Delhi while he was trying to travel to Pakistan. During questioning, he revealed that he had worked as a cab driver in Qatar, where he met an ISI handler. Later, he was taken to Pakistan and trained by senior ISI officials for several days, according to news agency ANI.
After his training, ISI officials sent Ansari to Delhi through Nepal. They reportedly instructed him to copy confidential documents onto a CD and send it to Pakistan.
Based on the information Ansari provided during interrogation, the police arrested another person in Ranchi.
This development came just a few days after the National Investigation Agency (NIA) arrested two wanted men at Mumbai airport. These two individuals were allegedly part of an ISIS sleeper cell and had been on the run for over two years. They were wanted in a 2023 case involving the making and testing of explosives (IEDs) in Pune.
The two accused, Abdullah Faiyaz Shaikh (also known as Diaperwala) and Talha Khan, were stopped by immigration officials at Terminal 2 of Mumbai International Airport when they returned from Jakarta. A special NIA court had already issued non-bailable warrants against them, and the agency had announced a cash reward of ₹3 lakh each for any information leading to their arrest, as reported by news agency PTI.
All About the ISI Agents Arrested in Secret Operation
Ansarul Mian Ansari, a Pakistani agent of Nepali origin, was arrested on February 15, 2025, from Central Delhi while attempting to flee to Pakistan via Nepal. He had undergone training in Rawalpindi in June 2024 and was assigned the task of collecting intelligence related to the Indian Army. Prior to his recruitment by Pakistan’s intelligence agency ISI in 2008, Ansari had been working as a taxi driver in Qatar, where he came in contact with ISI operatives. During his arrest, the authorities recovered several confidential military documents from his possession, indicating his involvement in serious espionage activities.
Akhlaq Azam, a resident of Ranchi in Jharkhand, was arrested in March 2025 in connection with the ongoing investigation into the ISI sleeper cell network. His arrest followed crucial leads obtained during the interrogation of Ansarul Mian Ansari. Azam is believed to have played a key role in providing local support to Ansari during his stay in Delhi, facilitating his movements and assisting in the execution of his assigned tasks. Investigations further revealed that Azam maintained direct communication with a Pakistani handler, acting as a vital link between the foreign intelligence operatives and their ground-level activities in India. His involvement highlights the deeper network of individuals aiding cross-border espionage efforts within the country.
Moreover, Indian security agencies operated in high-alert mode following the recent tensions between India and Pakistan and the announcement of a ceasefire. Indian authorities have arrested at least eight people from three different states on charges of spying for Pakistan. These arrests come following security agencies increased surveillance following the recent terror attack in Pahalgam. Out of the eight arrested, four were caught in Haryana, three in Punjab, and one in Uttar Pradesh.
One of the key arrests was of a travel vlogger, which raised serious concerns. After this, Hisar police warned that enemy countries are targeting young social media influencers. Hisar Superintendent of Police, Shashank Kumar Sawan, said that some influencers are being lured with easy money and are getting involved in spying activities, knowingly or unknowingly.
