India-US to engage in homeland security talks on February 28; counter terrorism among key agenda

Bharat and the United States are gearing up for a significant dialogue on homeland security, set to cover a range of crucial topics including counterterrorism, cybersecurity, and aviation security. Scheduled to take place in the national capital, the discussions will be led by Union Home Secretary Ajay Bhalla and his American counterparts. Sources familiar with the matter indicate that this dialogue, the first since January 2022, is expected to be comprehensive and strategic.

The anticipated agenda includes cooperation in counterterrorism efforts, cybersecurity measures, combating illegal migration, extradition processes, aviation security enhancements, safeguarding global supply chains, and bolstering maritime security. Senior officials from both nations are expected to participate in this full-day gathering, reflecting the importance both sides attach to these discussions.

One of the key issues slated for discussion is the concern related to Sikh radicals, particularly focusing on figures like Gurpatwant Singh Pannun, a Khalistani separatist. Additionally, Bharat is poised to emphasize the exploitation of digital platforms by terrorist organizations for radicalization, recruitment, and financing purposes.

Given the increasing threat of cyberattacks on critical infrastructure, Bharat will raise concerns about recent incidents targeting essential sectors such as banking, railways, power, energy facilities, and hospitals. Notably, previous cyber intrusions have been traced back to non-state actors from countries including China, Cambodia, the Philippines, and Myanmar.

The meeting also aims to address collaboration between Bharat’s Narcotics Control Bureau (NCB) and the US Drug Enforcement Administration (DEA) to combat drug trafficking. Furthermore, recent breaches of data security, such as the 2022 incident involving the All India Institute of Medical Sciences (AIIMS), will be discussed, with a focus on safeguarding data sovereignty amidst concerns of misuse by foreign entities.

The upcoming dialogue holds significance for India as it provides another platform to raise pressing issues with the United States. This includes discussions around ongoing investigations in the US regarding attacks on Bharatiya interests, such as the assault on the Bharatiya consulate in San Francisco by Pro-Khalistan elements. Bharatiya officials also plan to address the growing nexus between terrorist organizations and organized criminal syndicates, extending their influence across borders, including into the US.

In summary, the forthcoming homeland security dialogue between Bharat and the United States underscores the shared commitment to addressing pressing security challenges through collaboration and strategic partnership. With a broad agenda covering various aspects of security cooperation, both nations seek to enhance their capabilities and resilience in the face of evolving threats.
