In a recent address at the 31st ASEAN Regional Forum in Vientiane, External Affairs Minister S. Jaishankar called on the international community to take stronger measures against terrorism and cybercrime. Jaishankar emphasized the need for global cooperation to secure the world’s commons and ensure the effective delivery of global goods. He stressed the importance of dismantling terror sanctuaries and networks that finance terrorism, as well as tackling cybercrime.
Jaishankar highlighted the interconnected challenges the world faces today, including COVID-19, ongoing conflicts, and climate change. He pointed out that solutions to these issues can only be found through cooperation in various fields- economic, political, technological, and connectivity. He warned against the misuse of new technologies and the unfair leveraging of globalization, stressing that international collaboration is key to overcoming these challenges.
During his participation in the ASEAN Regional Forum, Jaishankar voiced strong support for ASEAN unity and its central role in the Indo-Pacific region. He highlighted the synergy between India’s Indo-Pacific Oceans Initiative and ASEAN’s Outlook on Indo-Pacific (AOIP). He underlined the importance of maritime safety, freedom of navigation, and the peaceful resolution of disputes in accordance with international law, specifically the United Nations Convention on the Law of the Sea (UNCLOS) 1982.
Jaishankar also noted that the Quad (Quadrilateral Security Dialogue) complements ASEAN-led mechanisms aimed at making the region more stable, secure, and prosperous. He reaffirmed India’s commitment to supporting ASEAN Regional Forum activities in the future.

On the sidelines of the ASEAN meetings, Jaishankar met with Turkish Foreign Minister Hakan Fidan to discuss bilateral relations and exchanged views on regional and global issues. He also had meetings with counterparts from South Korea, Indonesia, Singapore, Malaysia, and the European Union.
In addition, Jaishankar addressed a critical issue during his visit to Laos. He raised concerns with Laos Prime Minister Sonexay Siphandone about the trafficking of Indian nationals through cyber scam centers. Jaishankar expressed appreciation for Laos’ cooperation in rescuing and assisting Indian citizens affected by these scams. He also discussed the issue with the Foreign Ministers of Cambodia and Thailand.
Jaishankar’s activities at the ASEAN Regional Forum underscore India’s commitment to international collaboration and regional stability, as well as its proactive approach to addressing global and regional challenges.
