CM Rekha Gupta rolled out an initiative to modernize gaushalas and integrate biogas production into their operations. By extending lease agreements, providing financial assistance, and planning structured upgrades, the Rekha Gupta government is positioning gaushalas not just as shelters, but as hubs of ecological value and renewable energy generation. The move reflects a broader governance approach that combines traditional values with contemporary environmental priorities.

On March 30, 2026, at the Chief Minister Seva Sadan, CM Gupta distributed lease extension certificates to gaushala operators and announced financial support for setting up biogas plants. In the first phase, 10 gaushalas will be developed with improved infrastructure to ensure better care, safety, and nourishment of stray and sheltered cattle. The long term plan envisions upgrading up to 40 gaushalas across Delhi with similar modern facilities.

A key feature of the initiative is the utilization of cow dung for biogas production. This step is expected to create a sustainable source of clean energy while addressing waste management challenges. By encouraging biogas generation, the government aims to reduce environmental impact and promote renewable energy adoption at the community level.

The initiative is aligned with provisions made in the 2026 27 budget, where ₹62.6 crore was allocated for strengthening animal welfare infrastructure. This includes modernization of veterinary hospitals, improved diagnostic and surgical facilities, and enhanced vaccination systems. Additionally, the government has proposed the development of dedicated spaces for stray animals, including facilities where citizens can contribute to their care.

Under community participation efforts, the government has also set a target to establish 10 new gaushalas, supported by a budget of ₹14 crore. Existing gaushalas have received renewed leases, and pending dues have been cleared, ensuring operational stability for these institutions.

The initiative is expected to deliver outcomes across three key areas animal care, clean energy generation, and environmental conservation. By integrating these aspects into a single policy direction, the Rekha Gupta government is creating a model that balances cultural responsibility with sustainable development, offering a practical pathway for urban ecological management.
